Outcome measures
Primary outcome
Information on health and health care use in people with ID in the
participating countries. Feasibility of the indicator set, which may be
developed further for research and planning purposes.
Secondary outcome
The results will be used to develop teaching materials and recommendations for
teaching on health of people with ID, throughout the Member States. Project
activities and findings will be disseminated throughout Member State, European
and international levels through reports, scientific publications,
presentations at (inter) national meetings. This will include user-friendly
versions.
Background summary
People with intellectual disabilities ID) comprise an estimated 1% of the
population. Following the enlargement of the European Union in May 2004, this
estimate would suggest that five million citizens with intellectual disability
reside in this region. The health of people with ID is evidenced to be
considerably poorer than that experienced by the general population. Valid
health indicators are necessary to identify and measure these inequalities in
health in order to promote health for all. In an earlier project, Pomona I
(2002-2004) partners from 13 Member States developed an evidence-based set of
health indicators related to people with ID.
Study objective
The proposed project - Pomona II - aims to apply the set of health indicators
by gathering information about health among samples of people with ID in 14
participating Member States.
Study design
The (in Pomona I) agreed set of health indicators is operationalized into a
questionnaire. Within each of the 14 participating countries, people with ID
and/or their legal representatives will be invited to participate in an
interview to complete the questionnaire.
The health indicator areas comprise:
Demographics: Prevalence, Living Arrangements, Daily Occupation,
Income/Socio-Economic Status, Life Expectancy
Health Status: Epilepsy, Oral Health, Body Mass Index, Mental Health, Sensory,
Mobility
Determinants: Physical Activity, Challenging Behaviour, Psychotropic Medication
Use
Health Systems: Hospitalisation & Contact With Health Care Professionals,
Health Check, Health Promotion, Specific Training For Physicians.
Some of the indicators, e.g. prevalence, cannot be operationalized into
individual questions. For those indicators, information will be gathered on a
national level through literature, national reports and expert consultations.
Study burden and risks
Burden and risks for participants: oral interview, with a maximum of 1 hour.
Benefit: information for policy and practice to improve health and health care
provision for people with ID.

Inclusion criteria
50% of the adults with Intellectual Disabilities (ID) are living with their families and 50% are living in residential facilities. ;The people with ID living with their family, and living in residential facilities are clustered according to age: 18-34, 35-54, 55 and older. Within this list for each agegroup the same number of persons are included. ;About 40% of the total group of adults with ID living with their families and 40% of the total group of people with ID living in residential facilities should be diagnosed as having severe or profound ID.
