Promising Neighbourhoods

This study consists of a process evaluation, implementation and an effect evaluation of a policy program called Promising Neighbourhoods. Core elements of the program are a collaborative community programming approach with stakeholders, data-based priority setting, knowledge-, and theory-based policies and evidence-based interventions.The aim of the program is to reduce socioeconomic health inequities and to increase health, safety and talent development among children and youth. Preference will be given to evidence-based interventions (from the NYI database; https://www.nji.nl/nl/Databank/Databank-Effectieve-Jeugdinterventies/Alfabetisch-overzicht-erkende-interventies). The program is developed in collaboration with stakeholders and target groups from the neighbourhoods. Therefore the program is tailored to each specific neighbourhood. All stages of the logic model will be evaluated using a mixed-methods design. The program will be implemented in three intervention neighbourhoods and compared to three comparable control neighbourhoods at baseline, in 2018 and after implementation in 2020/2021. Ultimate outcomes are socioeconomic health inequities, health, safety, and talent development are studied among children and youngsters.



Questionnaires, focus group sessions and interviews will be administered to evaluate the process among key-leaders and community-members. Survey data already administered by the Municipality of Rotterdam and the Centre of Child and Family Health will be obtained among children aged 0-12 and 12-18 at baseline. Additional data for the follow up measurement will be gathered in 2020/2021 following the same data gathering procedures.



Hypothesized is that Promising Neighborhoods will have a positive effect on the health, safety, talent development and socioeconomic health inequities of youth and children in experimental neighborhoods in comparison to control neighborhoods. The results contribute to knowledge about effective and ineffective elements of collaborative policy programs.

A policy program (Promising Neighborhoods) based on collaborative community programming, The policy program consists of multiple interventions and activities based on a needs assessment of the intervention neighborhoods. The CCP is aiming to reduce socioeconomic health inequities and to increase health, safety and talent development of youngsters aged 0-18.
